The project to introduce electronic voting was started in 2005. Before the project was started the Ministry of Justice outlined the broad guidelines for electronic voting in three memorandums.

A Government proposal on the amendment of the Election Act was submitted to the Parliament on 10 March 2006.

The Parliament passed the bill on 21 September 2006 with some amendments, e.g. introduction of electronic voting was postponed to the municipal elections 2008.

• Amendment to the Election Act 880/2006 (in Finnish)

The Ministry of Justice has been involved in the project "Setting standards in the area of e-voting" launched by the Council of Europe. The project has resulted in a recommendation adopted on 30 September 2004:

• "Recommendation Rec(2004)11 of the Committee of Ministers to member states on legal, operational and technical standards for e-voting".
