Implementation of the reform of proportionality of elections

At the informal session of the Cabinet on the 16 October 2002, the Government made the following decision: The political parties, and on the other hand the Finnish Regional Councils, could not reach an agreement on the means for improving the proportionality of elections, and thereby it has been decided that the Government will no longer during this electoral period handle this issue. The proportionality of elections will presumably be taken up for discussion during the next government negotiations. The Ministry of Justice prepares the reports and material needed in handling the issue. If a solution is found during the next electoral period, the changes in the Finnish election system could enter into force in connection to the parliamentary election 2011 at the earliest.
