Electronic voting

A project to develop the Election Information System has been started in the Ministry of Justice. The project is planned to run over five years from 1 March 2004 to 30 June 2009. The Ministry's Management Group approved the main objectives of the project on 10 June 2003 and 10 February 2004.

The project to introduce electronic voting was started in 2005. Before the project was started the Ministry of Justice outlined the broad guidelines for electronic voting in three memorandums.

A Government proposal on the amendment of the Election Act was submitted to the Parliament on 10 March 2006.
The Parliament passed the bill on 21 September 2006 with some amendments, e.g. introduction of electronic voting was postponed to the municipal elections 2008.
The Ministry of Justice has been involved in the project "Setting standards in the area of e-voting" launched by the Council of Europe. The project has resulted in a recommendation adopted on 30 September 2004:
